Chief of Staff

Position Description

The Public Health Chief of Staff is needed to run the day-to-day operations of the office of the Executive Director. Functioning as the Gatekeeper, the Chief of Staff will monitor the flow of multi-platform communications to and from the Executive Director, managing the strategic and operational aspects for the office of the ED. Will partner with the ED to develop strategies that will improve operations, will oversee administrative and programmatic initiatives, and manage the execution of projects and tasks across Public Health. The Chief of Staff will lead and support various initiatives needed to grow and improve Public Health and will serve as a change agent that can collaborate and build relationships across all departments and matrixed reporting relationships to deliver positive results. The Chief of staff must have a clear understanding of the department’s vision and the ability to operationalize that vision, with measurable success.

Duties and Responsibilities:

Leads, supports, designs, and implements department goals; strategies for enhancing the department's public engagement, policy, and planning initiatives; and metrics for measuring success.
Identifies and manages critical issues that have public impact which require the attention of the ED and/or other managers.
Supports and sustains the department as a high-performing organization which models excellent organizational performance, collaboration, and customer service internally and externally, including overseeing the operations of department meetings.
Develops and prepares memos, background documents, presentation materials, reports, and other documents that distill complex issues and effectively describe research findings and policy initiatives to diverse audiences.
Serves as a department representative to the Commissioners Court; internal and external County departments; as well as city, state, and federal officials and agencies, outside advocates, and stakeholders.
Directly manages assigned team members, to include training, directing work, and providing performance feedback.
Performs other duties as assigned.

Bachelor’s degree in Business Administration or other related field.
Ten (10) years of consulting and/or strategic project management experience with a focus on strategic planning and analysis, marketing/market research, competitive intelligence, and corporate business development.
Proficient use of Microsoft Office (Word, Excel, PowerPoint, Outlook).
Knowledge, Skills, and Abilities:
Expert project management skills to manage a variety of projects simultaneously.
Ability to obtain and filter information, identify key issues relevant to the achievement of long-term strategic goals.
Possess vast knowledge of the operational risk parameters to determine implications for the department and implement measures for risk mitigation.
Expertise in a broad range of communication mediums is required, i.e., PowerPoint, digital and creative skills, to create professional and polished end products and presentations.
Must have strong personal communication skills at all organizational levels.
Ability to creatively transform information into meaningful messaging across a wide spectrum of audiences.
Experience with Board planning and preparation.
Positively influence all levels within the organization to drive change.
Champion at creating strong, positive working relationships.
High-level of flexibility in fast-paced environments.
Experience executing strategic direction across teams and programs.
Strong interpersonal skills.

Master’s degree in Business Administration, Public Health, Public Administration.
Previous leadership experience.
Previous public sector experience.
