PUBLIC HEALTH EMERGENCY PREPAREDNESS COORDINATOR
DEPARTMENT: VICTORIA COUNTY PUBLIC HEALTH DEPT & EMERGENCY MANAGEMENT
REPORTS TO: PUBLIC HEALTH DEPARTMENT & EMERGENCY MANAGEMENT
FLSA: NON-EXEMPT
CLASSIFICATION: ESSENTIAL
SALARY RANGE: $24.62 – $28.50 PER HOUR

SUMMARY
This individual will assist in planning, organizing, and coordinating all public health
emergency preparedness activities for Victoria County within the Office of Emergency
Management (OEM), and in conjunction with Victoria County Public Health Department
(VCPHD).

ESSENTIAL DUTIES AND RESPONSIBILITIES

 Plans and assists in carrying out activities outlined in the “Public Health Emergency
Preparedness Workplan” approved by the Texas Department of State Health Services
for the Victoria County Public Health Department.
 Aids in planning to establish a process for strategic leadership, direction, and
assessment of activities to ensure local readiness, interagency collaboration, and
preparedness for publichealth emergencies.
 Collaborates with Emergency Management Coordinator of Victoria County to assist in
responding to public healthemergencies.
 Assists in the coordination of local activities to rapidly detect occult public health
emergency events through a highly functioning, mandatory reportable disease
surveillance system, as evidenced by ongoing timely and complete reporting by
providers and laboratories in VictoriaCounty.
 Assists in establishing procedures for rapid and effective investigation and response
to public health emergency events as evidenced by a comprehensive and exercised
epidemiologic response plan that addresses surge, capacity, delivery of mass
prophylaxis and immunizations, and pre-event development of specific epidemiologic
investigation and response needs.
 Assists in establishing procedures to investigate and respond to potential public
health emergency events, as evidenced by ongoing effective local and regional
response to naturally occurring emergency public health interventions such as
emergency chemoprophylaxis or immunization activities.
 Coordinates efforts to promote and maintain effective communication connectivity
between State, Regional and Victoria County public health departments, and Victoria
County healthcare organizations, law enforcement organizations, public officials, and
other emergency responsepersonnel.
 Assists in developing redundant methods of emergency communication for all
potential participants in a public health emergency.
 Other duties as assigned.
 Absolute client confidentiality is expected, and breech of such is grounds for
immediate termination.
SUPERVISORY RESPONSIBILITIES
 None.

EDUCATION AND/OR EXPERIENCE
 Master’s degree, Bachelor’s degree, or Associate’s Degree in Nursing (all with
experience) from an accredited college or university
OR
 High school diploma, if the applicant has worked for 5 years or more,
continuously, in an emergency management and/or public health emergency
preparedness position.
 Comprehensive knowledge of public health functions and goals.
 Working knowledge of emergencymanagement.

LANGUAGE SKILLS
 Ability to read, analyze, and interpret general business periodicals, professional
journals, technical procedures, or governmental regulations.
 Ability to write reports, business correspondence, and procedure manuals.
 Ability to effectively present information and respond to questions from groups of
managers, clients, customers, and the general public.

MATHEMATICAL SKILLS
 Ability to calculate figures and amounts such as discounts, interest, commissions,
proportions, percentages, area, circumference and volume.
 Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY
 Ability to apply common sense understanding to carry out instructions furnished in
written, oral, or diagramform.
 Ability to deal with problems involving several concrete variables in standardized
situations.

CERTIFICATES, LICENSES, REGISTRATIONS
 Valid Texas Driver’s License.
 If applicable, an unrestricted Registered Nurse license through the Board of
Nursing Examiners for the State of Texas.

 Stand, walk, reach with hands and arms, climb or balance, stoop, kneel, crouch,

 Over 50 pounds lifting none of the time.
 Close vision, at 20 inches or less, and distance vision, at 20 feet or more, is required,
with or without correction.

WORK ENVIRONMENT

 Exposure to wet or humid conditions, work near moving mechanical parts, work in

explosives, risk of radiation, and/or vibration occurs none of the time.
 Exposure to moderate noiselevels.
